Special Pathogen Treatment and Network Development: Bolstering Facilities for High-Consequence Infectious Disease Response

The landscape of healthcare readiness in America is set to be redefined with the recent announcement of a significant initiative led by the National Emerging Special Pathogens Training and Education Center (NETEC). This initiative, known as the Level 2 Special Pathogen Treatment and Network Development (STAND) Award, is supported by the Administration for Strategic Preparedness and Response (ASPR) and underscores the federal government’s ongoing proficiency in investing in healthcare preparedness. This promising opportunity will see 75 facilities each receive an award of $500,000. These funds will augment the facilities’ training, preparedness, and high-consequence infectious disease (HCID) response mechanisms.

HCIDs refer to specific pathogens that carry severe risks to both the healthcare system and the community at large. When we talk about high-consequence pathogens, we’re considering agents such as Ebola virus, Marburg virus, Lassa fever, Crimean-Congo hemorrhagic fever, pandemic influenza strains, and emergent novel coronaviruses. Each of these diseases is characterized by high mortality rates, limited treatment options, and a significant potential for swift transmission within clinical settings.

The STAND program plays a critical role by ensuring that hospitals across the United States are efficiently equipped, trained, and coordinated for prompt and safe management of such threats. Consequently, the STAND framework coalesces Level 2 treatment centers with the pre-existing Regional Emerging Special Pathogen Treatment Center (RESPTC) network to foster a comprehensive national system for response and readiness.

The awarded facilities will receive enhanced support for specialized training, simulation-based exercises, and operation advancements in infection prevention and control (IPC), biocontainment, and emergency coordination. The eventual aim is to establish consistent standards throughout the healthcare system and promote regional cooperation during biological events.

Qualified applicants for this groundbreaking opportunity are U.S.-based hospitals possessing the infrastructure and resources necessary to provide special pathogen care. Crucial requirements include airborne infection isolation rooms, an onsite emergency department, critical care capabilities, and sufficient inpatient services to maintain sustained clinical operations.

Hospitals and health systems that meet this eligibility criterion are encouraged to apply for the Level 2 STAND Award through the NETEC STAND Award page, where full details, eligibility information, and application instructions are available. In an era where new pathogens such as Nipah, CCHF, and airborne H5N1 strain are emerging, and where global biodefense faces potential cuts to vital agencies like the CDC and USAID, this initiative serves as a testament to a forward-thinking vision in public health emergencies preparedness.
