Pioneering Legislation: Taking Steps Towards Recognizing Clostridioides difficile as a Notifiable Disease

In recent healthcare news, a groundbreaking bill was presented in the House of Representatives, fuelled by the advocacy work of the Peggy Lillis Foundation. This proposed legislation seeks to garner increased awareness and stimulate research into healthcare-associated infections, focusing specifically on Clostridioides difficile (C diff). Representative Yvette Clarke (D-NY) introduced this monumental bill, known as the Peggy Lillis Clostridioides difficile Inclusion Act.

This piece of legislation, named to commemorate Peggy Lillis, aims to classify C diff as a nationally notifiable infectious disease. Ms. Lillis, a distinguished kindergarten teacher, unfortunately lost her life due to an infection caused by C diff. To honor her memory and combat this disease, her sons Christian and Liam established the Peggy Lillis Foundation for C diff Education and Advocacy in 2010. The foundation has since worked diligently to raise the profile of C diff, advocating for its recognition as a notifiable ailment.

The Foundation has made significant strides in fostering education and advocacy, regularly hosting the C diff Advocacy Summit in Washington DC. This valuable platform offers a range of informative sessions led by healthcare professionals, experts, and thought leaders, covering diverse topics such as diagnostic procedures, treatment challenges, and antibiotic stewardship opportunities.

The proposed legislation mandates states to report confirmed cases of C diff and directs the Department of Health and Human Services (HHS) to standardize data elements for reporting, including crucial demographic and clinical information. Currently, the Centers for Disease Control and Prevention (CDC) acknowledges a list of approximately 120 diseases as nationally notifiable infectious diseases, which are monitored via the CDC’s National Notifiable Disease Surveillance System (NNDSS).

The introduction of this legislation signifies an important step forward in the battle against C diff, a highly-contagious pathogen responsible for numerous hospital outbreaks and an estimated 30,000 deaths annually in the United States alone. Nevertheless, as with all legislation, successful enactment depends on Congressional support and voting outcomes. Despite the journey ahead, the healthcare sector remains hopeful about the positive implications of this legislation in enhancing efforts to combat C diff. However, no timeline or follow-up measures have been announced thus far in this legislative process.
