Infection Prevention: Impact of Immigration Law Enforcement on Patient Care

A recent report by CBS News on July 8th underscored a rising concern among healthcare professionals: patients are increasingly avoiding or delaying medical attention due to the fear of encountering Immigration and Customs Enforcement (ICE) agents within healthcare establishments. This concern has been fueled by significant policy changes at the beginning of this year when the federal government enacted directives that lift previous curbs on law enforcement activities in ‘sensitive’ locales, including – but not limited to – educational institutions, religious places, and notably, hospitals. Further raising the alarm, the Department of Health and Human Services recently instructed the Centers for Medicare & Medicaid Services to submit data related to Medicaid enrollee’s immigration status to the Department of Homeland Security.

Despite these developments, Dr. Céline Gounder, a medical contributor for CBS News as well as an editor-at-large at Kaiser Family Foundation, revealed she has not witnessed any instances of ICE raids in hospitals. However, she did admit sighting ICE agents within the medical facilities, usually accompanying detainees in need of medical clearance. She stressed that such occurrences are fairly common within law enforcement agencies.

Nevertheless, this situation is generating an uncomfortable atmosphere of fear and anxiety, causing many patients to be reluctant or delay seeking needed healthcare. Dr. Gounder and her team have received numerous reports from patients voicing similar concerns. This underscores the need for healthcare professionals to be vigilant in maintaining a safe and welcoming environment for all patients.
